Young Bryleigh Schival, a kindergarten student at Bright Star Elementary, presented the Character Word of the Month during the April 16 meeting of the Douglas County Board of Commissioners. The Character Word was “integrity” and Bryleigh said the following: “Integrity means maintaining your good name and character. Integrity is having values, being consistent with your values - not wavering due to outside influences, but standing strong in how one should live and believe. It is always doing the right thing even when you know no one else is looking. Dear Mr. Editor: Please accept this response, albeit delayed, to an article published in (an attached article of the Douglas County Sentinel) “Worthan Robinson Exchange Heated Words At Meeting,” on page A5, dated Wednesday, April 17, 2013. As a participant at the meeting and after reading it, twice, one was still left with amazement at the loss of the meeting’s saliency and depth. For example, on the topic of Opportunity Zone, please be commended on the accuracy of the general summary that an aspect of the opposing issue was about the need to “declare an area slum AND blight” in order to extend state tax credits to a business while leveraging the poverty status of citizens in adjacent or near census tracts. Improvements are continuing at the Douglas County Animal Shelter, according to a press release sent out by Wes Tallon, the County's communication director and the County Commissioners. The improvements were instituted after Douglas County received recommendations from an independent evaluation conducted in 2012 by LifeLine Animal Project. More are planned within the coming months. Recent improvements include the following items. Office operations have also changed. Regular staff meetings are now being held. Policies and procedures for staff have been established, including that response to citizen complaints being the top priority. Capt. Herb Emory may replace a board member who was removed once a controversy erupted over the new Douglas County Animal Shelter director.
The Douglas County Board of Commissioners could decide to make Capt. Herb Emory, best known as the WSB Skycopter traffic reporter, a member of the County's Animal Advisory Board. "I don't guess it is official until Commission meets," said Emory in an email. "I offered my help to Chairman Worthan in anyway I could when I heard about some of the issues at the shelter. If the Commission decides they would like me to serve, I'll do my best to represent the citizens and animals of the County as we continue to grow. A facebook posting has gone viral, and it is causing problems at E911 centers throughout the Nation, according to a press release by the Douglas County Board of Commissioners. The facebook posting that has been repeated over and over again instructs people to call 112 to verify police stops if they fear they are being pulled over by a police impersonator. Curious callers are testing the system to see if it works, and are tying up legitimate 911 emergency lines. Douglas County E911 Director Greg Whitaker is asking Douglas County residents to not dial 112 because it is unreliable. Dear Editor, For those of us who are elected leaders, our primary function is to govern – a public trust to do what is right. Yet, governance does not work when 2 things are present: conflict of interest or concentration of power. As an educator, I emphasize this with my college seniors when we are studying establishing board of directors at public companies. The recent action by the Douglas County Board of Commissioners (BOC) would be a perfect case study of when one of those principles are in effect, poor decisions can occur, i.e. concentration of power or the downside of partisanship. (Editor's note: the following is a press release sent to Douglasville Patch today by the Douglas County Board of Commissioners.) The Douglas County Animal Shelter/Animal Control Department has undergone many changes over the past year in an effort to increase the number of animal adoptions/decrease the euthanasia rate, provide better citizen service, and plan for the future. The current Douglas County Animal Shelter was constructed in the mid-1980s to meet the needs of the suburban population of the County which was about 55,000 people. The Shelter had 20 dog kennels that could contain two dogs each, and 30 cat cages. A puppy room had the capacity of 16 small dog cage enclosures. The Animal Shelter was run by the independent not-for-profit…

The Douglas County Board of Commissioners will be asking the State Legislature to allow them to collect eight percent on hotel/motel tax. The County currently brings in five percent while the City of Douglasville collects eight. “We would like to utilize this tax to hire a full time museum curator who would also serve as a tourism director for the County,” said Chairman Tom Worthan. The goals for this newly created position will be to bring in more visitors and increase the County’s visibility as a vacation destination. A few ways of meeting those goals include opening the museum five days a week, developing partnerships with the Film Commission and Development Authority as well as promoting the County on a global level. Douglas County Commission Chairman Tom Worthan will again host his monthly “Chat with the Chairman” meetings in 2013 beginning with the January “Chat” on Monday, Jan. 28, from 6 to 7 p.m. at Fire Station No. 1 in Lithia Springs. Fire Station No. 1 is located at the intersection of South Sweetwater Rd. and Groover’s Lake Rd. The Chairman’s “Chats” are one-on-one conversations between the public and him on any topic that the citizens wish to discuss. There is no agenda, no sound system, and no RSVP required. Worthan began the “Chat” series in November 2007, and hosts them at neighborhood fire stations throughout the County. January is month number one so the January “Chat” is at Fire Station No. 1, and the schedule continues accordingly. …
