Fulton County Inmates at Douglas Co. Jail Charged with Financial Card Fraud

They allegedly used their commissary accounts at the jail.

Several inmates at the Douglas County jail have been officially charged in a financial card fraud scheme using their commissary accounts.

Corey Bacon, Deshalon Flournoy, Omar Goss, Antonio Harrell, David Jackson, and Ahli Johnson, all Fulton County inmates being housed in Douglas County, have been officially charge with financial identity and financial transaction card fraud, according to the sheriff’s office.

In all, around 25 inmates have been investigated, with 18 of those to face charges.

The Douglas County jail has been housing Fulton County inmates since February, the sheriff’s office said in a news release. Since then, the inmates have received multiple transactions to the commissary accounts, totaling around $6,500, according to the release.

The fraud is conducted by an inmate who approaches several others and states that they will have someone put money on their account.

 

Once the inmate gets a certain amount, they release all but $50 to $100 to someone on the outside, and the account holder can keep the rest of the money. Several inmates have asked to release money from the commissary account to individuals on the outside of the jail.

 

Three checks were made from the Douglas County Commissary account in the amounts of $300, $400, and $450. Two of the checks have been cashed. One check was cashed without even being endorsed. The money is applied to the account through the internet through a link on the county website.

 

We have identified 37 credit cards that were used to load money onto the accounts. Our Investigator has subpoenaed all the credit cards in order to identify which cards have fraud reported on the accounts or if the cards have been reported stolen. Some of these cards have multiple transactions into the several inmate accounts.
