Pet vaccinations?

What's up with Douglas County requiring citizens to vaccinate their dogs ANNUALLY for rabies and distemper?  It's an insult to our iintelligence -- any responsible pet owner knows that these vaccines are effective for three years.  More than hurting our wallets, this ridiculous rule is detrimental to our pets' health, over-vaccinating them is not helping them!  Can someone give a compelling reason whey this "rule" exists?  C'mon Douglas County officials, let's change this!
