One More Reason to Visit Downtown: New Parking Deck

The new parking garage is fantastic! There is plenty of van-accessible handicap parking very near the entrance; thank you!
I still have one question - when will those of us in wheelchairs, or those walking with their little ones/strollers or those walking with elderly relatives/friends, have a safe way to cross Church Street when leaving the new parking lot? Traffic does not voluntarily stop mid-block to let walkers cross. Even when we get safely across the street, there are NO curb cuts to allow wheelchairs, strollers, walkers, etc. access to the opposite sidewalk without walking in the busy street and alongside several parked cars, with traffic moving right next to us before we come to the first curb cut allowing us to get out of traffic's way.
It's very dangerous and neither pedestrians nor vehichles like the risk. It's not a friendly way to welcome out-of-towners and guests of any ability, either.
It appears there will eventually be sidewalk access from the parking garage to an actual pedestrian crossing... has the sidewalk now been completed and the chain-link fencing been removed to give full handicap access to the sidewalk from the garage parking drive?
