Driver Charged with Vehicular Homicide After Sept. I-20 Crash, Turns Self In
Ryne Allen Willoughby, 28 of Villa Rica, was charged in the death of his passenger that day, Chad Moltzan, 46, of Rockmart.
The driver of a vehicle that crashed and rolled over on I-20 near Chapel Hill Rd. last September, turned himself in Monday, according to Douglasville Police Chief Chris Womack. After the recent conclusion of the investigation, the driver is being charged with misdemeanor vehicular homicide.

Willoughby's vehicle struck a guard rail and went airborne before crashing into a ravine, Womack said.
