What happened to the get tough, lock "em up and throw away the key?
Could the upcoming November election for sheriff and county chairman have anything to do with this?

I agree with Bruce. I have experienced the get tough and lock 'em up, with an unruly difficult teenager. The "GET TOUGH" attitude did not help the kids to respect authority. It only taught them to be disrespectful and hate a guy in uniform. I appreciate the fact that things have changed, but could it be too little too late? And does the election play a part in this change of attitude????
